The bill for a Stone Shovel is 1 Cobblestone and 2 Sticks, and the work happens at a Crafting Table. The grid takes a single Cobblestone in the top-middle cell and two Sticks stacked in the middle column. That comes out as 1 Stone Shovel. Durability is 131, and that is how many uses one gets you.
Stone Shovel Item ID and Give Command
The item ID for Stone Shovel is minecraft:stone_shovel. In commands the namespace may be left off, so stone_shovel works too. Checked against Minecraft Java 26.2.

Cheats have to be on for Stone Shovel to appear this way, and the same command works on Bedrock Edition, where the name is written the same.
Repairing Stone Shovel
Those 131 uses are not the end of the road. Feed Stone Shovel back onto an anvil with Cobblestone and it comes back up with its enchantments intact.
The grindstone does the same merge for free, at a price: it takes the enchantments with it. Fine for a plain Stone Shovel, wasteful for one you have put levels into.
Mending can go on Stone Shovel, and that is the only repair that costs nothing at all: the experience you pick up flows into the item instead of into your own level, so it never sees an anvil again.
