With a Crafting Table placed, 1 Diamond and 2 Sticks are what a Diamond Shovel needs. On the grid you want a single Diamond in the top-middle cell and two Sticks stacked in the middle column. You end up with 1 Diamond Shovel each time. It holds up for 1561 uses before it breaks.
Diamond Shovel Item ID and Give Command
The item ID for Diamond Shovel is minecraft:diamond_shovel. In commands the namespace may be left off, so diamond_shovel works too. Checked against Minecraft Java 26.2.

Repairing Diamond Shovel
An anvil and Diamond will restore Diamond Shovel long before its 1561 uses run out, and nothing enchanted on it is lost in the process.
The grindstone does the same merge for free, at a price: it takes the enchantments with it. Fine for a plain Diamond Shovel, wasteful for one you have put levels into.
Diamond Shovel takes Mending, and once it does you can stop thinking about repairs: every orb you pick up goes into the item.
