An Observer comes from 6 Cobblestones, 2 Redstone Dust, and 1 Nether Quartz, worked on a Crafting Table. Place them as six Cobblestones in the top and bottom rows, two Redstone Dust side by side in the middle row, and a single Nether Quartz in the middle-right cell. Done once, that is 1 Observer.

The item ID for Observer is minecraft:observer. In commands the namespace may be left off, so observer works too. Checked against Minecraft Java 26.2.
