Fire Charge Item ID and Give Command
The item ID for Fire Charge is minecraft:fire_charge. In commands the namespace may be left off, so fire_charge works too. Checked against Minecraft Java 26.2.

Cheats have to be on for Fire Charge to appear this way, and the same command works on Bedrock Edition, where the name is written the same.
Overview
Fire Charges set blocks on fire when used and can activate nether portals. Dispensers can shoot them as fireballs. Fire Charge uses a shapeless recipe, so the ingredients can go in any cells of the grid as long as all of them are present.
Minecraft has used the name Fire Charge since 1.2.1, the oldest release whose language file lists it.
The materials come together from a few sources: you will be working with blaze powder (craft from blaze rods), coal (mine coal ore), and gunpowder (kill creepers).
The Stack Arithmetic
1 blaze powder for 3 fire charges scales to 192 out of a 64 stack. The recipe wants 64 coal beside it. Craft 64 takes the last blaze powder, with nothing spare.
